The compliance constraint every regulated institution faces

Cloud AI providers — however capable — require your data to leave your environment. For banks, healthcare systems, and government agencies, that is not a trade-off. It is a regulatory prohibition.

The problem

General AI models were not built for your regulatory reality

GPT-4, Claude, and Gemini are trained on English-dominant corpora and run on external infrastructure. Estonian-language performance is weak. More critically, every API call sends your client data, patient records, or classified documents to a foreign server — violating GDPR Article 25 and sector-specific data residency requirements.

The Hallas approach

Vertical Estonian-language models, running inside your perimeter

Hallas AI trains narrow, domain-specific models on Estonian-language corpora — legal, medical, financial, and administrative — and deploys them on your own hardware. No data leaves your environment. No API keys. No external dependencies. The model runs where your data lives.

Deployment model

Air-gap certified. No internet required after installation.

Hallas AI ships as a self-contained appliance — software plus model weights — that installs on your existing server infrastructure. Once deployed, the system operates without any external network connection. Suitable for classified networks, isolated hospital systems, and defence environments.

What Hallas AI delivers to your institution

Each deployment is scoped to your sector and your workflows. These are not general-purpose chatbots — they are focused agents trained for the decisions your organization makes every day.

01

Estonian-language model training

Banking · Legal · Healthcare · Government

We train transformer models on curated Estonian-language domain corpora — banking regulations, medical terminology, legal statutes, administrative procedure — producing models that understand context European general models consistently miss.

02

On-premises deployment and integration

Any regulated environment

We handle the full deployment lifecycle — hardware specification, model installation, API integration with your existing systems (core banking, EHR, case management), and staff onboarding. Your IT team retains full control.

03

Vertical agent design

Narrow scope. Deep competence.

We build agents that do one category of task exceptionally well — contract review, regulatory Q&A, patient triage routing, procurement analysis — rather than a generic assistant that does many things adequately. Narrow scope produces measurable accuracy.

04

GDPR compliance documentation

Data Protection Officers · Legal teams

Every Hallas AI deployment ships with a Technical and Organisational Measures (TOM) document, a Data Protection Impact Assessment (DPIA) template, and architecture diagrams demonstrating data residency — the materials your DPO and auditors need.

Why regulated institutions choose us

Business professionals engaged in a conference meeting, discussing strategy and cooperation.

The fundamental question is not whether AI is useful. It is whether we can use it without sending our clients' data abroad. Hallas AI is the first credible answer to that question in Estonian.

No vendor lock-in

Models run on standard hardware. You own the weights. You are not dependent on Hallas AI's continued operation to keep your systems running.

Sector-specific accuracy

A model trained on Estonian banking regulation outperforms a general multilingual model on Estonian banking tasks — by a measurable margin, every time.

Audit-ready documentation

Every deployment comes with the technical documentation your data protection officer, your auditors, and your board will ask for.

Common questions from procurement and IT teams

These are the questions we hear in every evaluation. If yours is not here, contact us directly.

What hardware does Hallas AI require?
Hallas AI runs on standard server hardware — typically an enterprise-grade GPU server (NVIDIA A100 or H100) or a CPU-only configuration for smaller models. We specify hardware requirements after scoping your workload. We do not require proprietary appliances.
How long does deployment take?
A standard deployment — hardware specification, model installation, integration with your existing systems, and staff onboarding — takes four to eight weeks depending on scope. Pilot deployments with a single workflow can be operational in two to three weeks.
Can the model be fine-tuned after deployment?
Yes. We offer ongoing fine-tuning cycles using your internal documents and approved training data. Your data is used exclusively for your instance — never shared across clients or used to improve a shared model.
What happens if Hallas AI ceases to operate?
You own the model weights. Your on-premises installation continues to function without any connection to Hallas AI's infrastructure. This is a deliberate design decision — we believe regulated institutions must not be operationally dependent on a vendor they cannot control.
Does Hallas AI support languages other than Estonian?
Yes. While Estonian-language capability is our primary differentiator, our models support multilingual contexts — Estonian, English, Russian, and Latvian. We can scope multilingual deployments based on your operational requirements.
How does GDPR Article 25 compliance work in practice?
Article 25 requires data protection by design and by default. Because Hallas AI processes no data outside your environment, there is no cross-border data transfer, no third-party processor agreement required, and no dependency on a cloud provider's data processing terms. We provide a DPIA template and TOM documentation as part of every deployment.
